The Türkiye–Azerbaijan Friendship, Cooperation and Solidarity Foundation was established in 1997 under the leadership of Prof. Dr. İhsan Doğramacı, at the suggestion of the then President of Azerbaijan, Heydar Aliyev, to develop relations between the two countries. It grew out of the need for civic solidarity and social initiative between the two nations.

The foundation works to preserve peace and to advance human rights and democracy in Türkiye, Azerbaijan and the wider Turkic world, and presents its proposals to the relevant authorities. It also works to strengthen and broaden the cultural, social and economic ties between the two countries.

Placing special emphasis on mutual understanding among Turkic languages and dialects, the foundation has held 14 International Grand Turkic Language Congresses in cooperation with the Presidency for Turks Abroad and Related Communities, and celebrates Turkish Language Day every year with scholars, students and friends of the language.

  1. 1997

    Foundation and institutional framework

    The foundation was established to advance relations between the two countries under the leadership of Prof. Dr. Ihsan Doğramacı and upon the recommendation of Heydar Aliyev.

  2. After 1997

    Cultural and social solidarity

    It developed into a civic platform that strengthened cultural, social and economic ties between Türkiye and Azerbaijan; for a period it maintained its institutional presence in the Bilkent University Board of Trustees building.

  3. 2019

    New presidency period

    Prof. Dr. Aygün Attar was elected president; during this period the foundation moved to its new location and reinforced its public visibility and institutional representation.

  4. 2023

    Tax-exempt status

    A presidential decision granted the foundation tax-exempt status, making institutional trust and the donation ecosystem more visible.
